Hoarding and Self Neglect in the context of Safeguarding Adults


To enable participants to develop an awareness of self-neglect and hoarding, identify causes and characteristics, and provide effective support strategies.


By the end of the course participants will be able to:

  • Define the terms “self-neglect” and “hoarding”
  • Identify the key legislation relating to self-neglect and hoarding (Care Act 2014 – self-neglect and safeguarding, Mental Capacity Act 2005 – right to make unwise decisions, Mental Health Act 1983, etc.)
  • Describe the Trafford policy framework in relation to assessment of and responses to self-neglect and hoarding
  • Consider some of the causes of self-neglect and hoarding, and identify key characteristics
  • Describe the importance of a multi-agency approach to the assessment and management of self-neglect (especially in relation to people who have capacity to understand the risks, are at high risk of serious harm or death and will not engage with services) – also consider other legal options, such as the inherent jurisdiction of the High Court
  • Explain principles for effective working with self-neglect and hoarding
  • Describe a range of potential interventions, focusing on a multi-agency approach, and the need to develop an effective working relationship with the individual
  • Explain how to respond to service refusal and develop strategies to manage risk effectively in relation to hoarding
  • Identify the roles of different agencies
